The short answer
No — Triple Captain does not use your weekly free transfer.
If you play Triple Captain, your normal transfer rules still apply.
You can:
- make your free transfer;
- make extra transfers for the normal points cost;
- or make no transfer and bank the free transfer, up to the maximum of five.
Example
You start the Gameweek with one free transfer and activate Triple Captain.

Which chips affect the weekly transfer differently?
Triple Captain and Bench Boost: normal transfer rules continue.
Wildcard and Free Hit: the free transfer received for that Gameweek is used as part of activating the chip. Free transfers already saved from earlier Gameweeks are preserved.

Can I make a transfer and then activate Triple Captain?
Yes.
Transfers and Triple Captain are separate actions.
Triple Captain is played from the Pick Team page and can be cancelled before the Gameweek deadline.
What if my Triple Captain does not play?
If your Triple Captain records zero minutes, the triple multiplier moves to your vice-captain.
If the vice-captain also plays zero minutes, the Triple Captain chip is used and the bonus is lost.
